Welcome to Trajan's Markets. This level has a few tricky bits, so read on for a few tips to get you along.
First Order of Business
You can investigate the street all you want. There are only two doorways you will be able to enter, with two items of significance. One of which you will need to open one more door. You can't enter the barricaded door or the gates yet, so don't waste a lot of time trying.
Second Floor
Once you've pried open the last doorway on the right side of the street, you will find that you have access to the second floor of the building. You can make your way around to the adjacent building and eventually you can drop into the couryard behind the building on the left side of the street. You will know you are in the right place when the you are shown the network of gears.
Scaling Up
When you find yourself in the courtyard, it will seem that there isn't anything for you to do. You know that you must activate the huge gears, but you may not see what you need to do. There are two chambers high above the courtyard, each with a rope in it. One rope raises the large horizontal drive gear so that it engages the rest of the network, while the other rope turns the gears. To climb up onto the buttresses above, you must find the ladder that is behind the column outside the chamber that leads up a ramp to a large circular door.
One Good Turn...
...deserves another. And one good pull deserves two more. When you get up onto the buttresses above the courtyard and locate the two rooms with the ropes, then you will discover that the room closer to the end of the street that you first dropped into will drive the gears, while the rope in the room at the other end of the street will engage the gears. What? You say, the rope doesn't engage the gears? Examine what the rope is doing, and decide for yourself what the correct course of action is.
Spare Some Change?
Once you roll back the large circular door, you will find a statue with a receptacle in the base. You need to find the gold coin that fits in that receptacle. The door that is rolled away actually provides you access to two chambers, not just one. Replacing the artifact in the receptacle will open the gate back to the first street, and one of the gates at the end of that street.
Oh My Head!
Once the gates are raised and you've returned to the main street, and passed through second gate. After following the alley, you will come to a pool. Cross the pool to the ledge on the other side. In the tunnel beyond you will find a mechanical sentry. One blast from the beams it shoots out of its eyes will spell instant death. Duck somewhere safe and target its eyes with the lasersight. Once the sentry is destroyed, you will find the first of two symbols.
Sewer Rat
After destroying the sentry and picking up the Mars symbol, find the circular trapdoor and flip it open. Drop into the tunnels below and find the pool. There is a large propeller in the bottom of the pool preventing you from being able to swim to the bottom of the pool, but there is a small tunnel that leads off the pool that isn't so deep that you can't get to it. Follow that tunnel until you get to a machine with a wheel. You can pry the wheel off the machine and use it on the machine in the room off of the room that the mechanical sentry was guarding. That will turn off the propeller, so you can return to the pool, swim to the bottom and find another tunnel.
Current Events
Following the deep underwater tunnel will lead you to a chamber with two propellers that create a current which prevents access to a small tunnel. Allow the current to blow you down the tunnel and swim upwards. You will find a chamber with another red machine. Turn the wheel to turn off the two propellers.
Men are from Mars
With the two propellers deactivated, you can enter the small tunnel beside the propellers. Follow the tunnel and eventually you'll be able to surface and find a shotgun. It's there for a reason, so grab it and proceed. A statue will come to life that you will have to defeat, and when it falls, you will be able to return to the alley with the pool, only now the underwater gate at the far end of the pool is open. Swim in to grab the Venus symbol, and continue forward to return to the garden.
Snake in the Grass
After a brief exchange with Larson, you will have to face the three serpents guarding the gateway. You can read all about how to fight the serpents in our Enemies Guide, but it boils down to blowing up the serpents and not getting hit by their blasts. What else do you need to know? If you're nimble, feel free to fight them from the garden. I don't recommend it. The shotgun works best at close range, and there's only two places to stand that will make using the shotgun a viable weapon choice.
